The United Kingdom and the United States have secured a significant bilateral deal that will preserve no duties on UK pharmaceutical exports entering the US market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has pledged to boost expenditure on drugs through the public health system. This commitment secures that duties on these key products will be held at nothing for a timeframe of the next three years.

This deal comes after previous threats to hike import taxes on branded pharmaceutical products, with figures floated up to 100%.

"This arrangement with the UK bolsters the global environment for innovative medicines and introduces much-needed equity to U.S.–U.K. drug exports," an announcement said.

Trade Impact

Drugs are one of the UK's largest export categories to the America, which is by far the largest market for major companies like GSK and AstraZeneca.

Export figures reveal that in the 12 months leading up to September, the UK sold pharmaceutical products worth billions to the US. This amount made up nearly one-fifth of British export trade in that timeframe.

"This agreement protects work, increases investment and sets the stage for the UK to establish itself as a worldwide center for medical research," the Business and Trade Secretary commented.

Detailed NHS Changes

The deal entails several notable changes from the United Kingdom:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it judges new therapies to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a goal to raise overall public funding on treatments from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Payback Limit: The amount pharmaceutical firms must refund to the NHS to stay within budget will be restricted at 15%. Previously, repayments topped twenty percent.

Industry Background

The deal follows a ongoing dispute between the drug companies and the British authorities over spending levels and approval rates.

These tensions were exacerbated by arguments that US customers were paying a premium for the identical medicines than patients in the UK and Europe.

Over the last 18 months, several large drug company projects in the UK have been paused or scrapped, while multi-billion-dollar funding commitments have been directed toward American operations.

The Science Minister acknowledged that the NHS must invest a greater share on medicines, noting that its budget allocation on drugs had declined as a proportion of its resources over the previous ten-year period.
